Because they believe it, and because it provides cover for them to indulge their sadistic tendencies–and feel righteous while doing so.
This just goes to show what logically follows from taking the ravings of slave-holding Iron Age barbarians as true. For an even worse example, see Exodus 22:18 and what flowed from it.
