JUSTIFIABLE HOMICIDE, phr. As defined in internal police investigations and by prosecutors: 1) Sixteen shots to the back of an unarmed suspect; 2) A shot to the back of the head of a handcuffed suspect. That such justifiable homicides disproportionately involve black suspects is, of course, purely coincidental.
